Though Samson is angry with his father-in-law, he decides to take it out on the Philistines. His plan was to destroy the Philistine economy, which is what he did. When the Philistines investigated and learned that Samson was responsible they sought revenge and retaliated. Which then led Samson to retaliate back. No longer was this a private local matter, there was now national attention.
